Statistics

The Civil Service Commission of the Velocity Interoperability Network publishes statistics on the civil service of the Velocity Interoperability Network: the posts established and filled in each grade, the competitions departments run, the routes by which appointments are made, and the casework the Commission receives. This first release records the position at establishment on 6 September 2026 and activity during the transition period from 10 August to 5 September 2026.

The figures are drawn from the returns member organisations made as their staff and posts transferred to the service, from the competition records departments kept under the interim arrangements, and from the Commission's own case records. Figures for the transition period are provisional and will be revised in the next release where late returns are received.

The position at establishment. The figures below record the service as it stood on the day the Commission was established.

Of the 6,310 posts established, 5,842 were filled on 6 September 2026 and 468 were vacant. A post is counted as established when a department has recorded its duties and assigned it to a grade; posts under consideration for regrading are counted at the grade currently assigned. Officials on secondment into the service are counted against the post they occupy, and officials on secondment out of it are counted against the post they hold in the service.

Seven posts in every ten are at Grades 1 to 3. The proportion of posts vacant rises broadly with the grade, from 6.6 per cent at Grade 1 to 21.9 per cent at Grade 7, which reflects the longer competitions the senior grades require and the fact that appointments at Grades 6 and 7 could not be made until the Commission existed to convene the panels.

Activity during the transition. Competitions continued during the transition period under the interim arrangements of member organisations, and their records were transferred to the Commission at establishment.

The number of applications for each appointment falls as the grade rises, from 57 at Grades 1 and 2 to 25 at Grades 6 and 7. Eleven competitions closed without an appointment because no candidate met the published requirements; those posts are counted among the 468 vacancies above and will be advertised again.

The ten appointments made otherwise than by open competition were made under exceptions that the Commission has since confirmed as permitted. Because the exceptions framework did not exist during the transition period, the Commission has reviewed each of these appointments and recorded the ground on which it was made.

Casework. The table below records the enquiries and cases the Commission received between the appointment of the Commissioners and the establishment of the Commission. The twelve complaints about a competition were transferred to the Commission by member organisations; nine were resolved before establishment, and the remaining three will be decided under the procedure that opened on 6 September 2026.

Reporting from October 2026. The Commission will publish statistics quarterly. The next release, covering the quarter ending 30 September 2026, will be published in October 2026 and will add the results of the first audit of competitions, the number of entries published from the registers of interests at Grade 5 and above, and the outcome of complaints decided under the procedure that opened on 6 September 2026.
