History of the Commission

The Civil Service Commission of the Velocity Interoperability Network is a young institution. The milestones below record the arrangements that preceded it, the transition through which the civil service of the Velocity Interoperability Network was brought into a single structure, and the standards published on the day of its establishment. The record will be extended as the Commission's audit and casework develop.

  1. Before September 2026

    Recruitment by member organisations

    Each member organisation of the Network recruited on its own terms. Vacancies were advertised where the organisation chose, requirements were settled case by case, and grades and titles differed from one organisation to the next. There was no common statement of the standards expected of officials in post and no body to which a candidate or an official could complain.

  2. 10 August to 5 September 2026

    The transition period

    Member organisations returned their posts, their staff records and their competition files to the incoming Commission, and 6,310 posts were assigned to the seven grades of the new structure. Competitions continued under the interim arrangements throughout: 214 were run, attracting 12,406 applications and resulting in 268 appointments.

  3. 6 September 2026

    Commission established

    The Civil Service Commission of the Velocity Interoperability Network was established as an independent body, with a First Commissioner and six Commissioners appointed for a single term of five years, and with responsibility for recruitment standards, the Civil Service Code, the grade structure and complaints about appointment and conduct.

  4. 6 September 2026

    Official website launched

    The Commission launched civil-service.gov.vin, carrying the recruitment principles, the Civil Service Code, the grade structure, the complaints and appeals procedure, its statistical releases and its press notices.

  5. 6 September 2026

    Standards and grades published

    The seven principles of selection and the four values of the Civil Service Code were published, to take effect for competitions opened from 7 September 2026, and the seven-grade structure replaced the separate arrangements of member organisations. Authority to appoint was delegated to departments for Grades 1 to 4 and reserved to the Commission above them.

  6. 6 September 2026

    Casework opened and the first release published

    The complaints and appeals procedure opened, with twelve complaints transferred from member organisations, and the Commission published its first statistical release, recording 5,842 of 6,310 posts filled at establishment and the activity of the transition period.

  7. Forthcoming

    First audit of competitions and quarterly reporting

    The audit of a sample of competitions at every grade begins in October 2026. The first full quarterly statistical release, covering the quarter ending 30 September 2026, will be published in the same month and will carry the results of the audit, the first entries published from the registers of interests at Grade 5 and above, and the outcome of the complaints decided under the new procedure.
